Reporting Assistance - Interstate Chemicals Clearinghouse (IC2)

The IC2 High Priority Chemicals Data System (HPCDS) is an online platform that supports reporting of information on the presence of chemicals of concern in children’s products required by the Oregon Toxic-Free Kids Act (TFKA), the Washington Children’s Safe Products Act (CSPA), and the Vermont Chemical Disclosure Program (VT CDP), and priority chemicals in general consumer and commercial products required by Safer Products for Washington (SPWA).

To ease the reporting process, HPCDS utilizes a Function Set Upload and Reportable Chemical List by Program spreadsheet. The spreadsheet allows for bulk upload of function sets to your inventory and is a great tool for comparing the chemicals that are reportable to each state program. It is available when logged into the system or via email. Please login to the HPCDS to download it or contact the HPCDS Administrator at hpcds@theic2.org for assistance.

Before reporting in compliance with Oregon’s Toxic Free Kids Act (TFKA), please read these frequently asked questions (FAQs):

Reporting for TFKA is biennial, so done every other year. Read about the next Reporting Period.

- Learn how to apply for Exception for Notice (Reporting) Requirement for chemicals that are contaminants.
For three subsets of children’s products, removal or substitution of the chemical is required after three reports.

Download the VT CDP Brand Name, Product Model and UPC template, which is also available for download when creating a VT report in the HPCDS: In addition to function set information, VT CDP requires the submittal of product’s brand name, product model and Universal Product Code (UPC) in the report. This template needs to be completed and uploaded when submitting a report to VT CDP in the HPCDS (download is also available within the HPCDS when submitting a VT CDP report). Please see the instructions provided within the first row of the template and in program guidance for more information.

Safer Products for Washington is a cyclical rule that addresses a new set of consumer products and priority chemicals in continuous process. So, the number of products and chemicals to report will likely increase.
